Deck Tackle Block from HMVS Nelson(1814)

We have the main wheel and a deck tackle block from HMS Nelson (1814), later HMVS Nelson. The block complete with a ball point pen can be seen above.
Are you able to tell us where on the ship this block is used? Photos of the ship can be seen at www.cerberus.com.au/nelson_slideshow.html
The brass plaque on it reads Deck Tackle Block HMVS Nelson. We wondered if the block was part of the steering system.
Another question is whether Nelson (1814) would have had one or two steering wheels. We have the wheel shown on the website, and will be borrowing the bell shown above the wheel next month.
We are aware of another wheel supposedly from Nelson and wondered where it was likely to be.
