Navigational Sounding Machine by John E Hand & Sons

I am trying to find out the history on this piece of equipment, I inherited when my dad passed. It has serial number on it, U.S. Navy Bureau of Ships in 1941 8-M-6. I have no clue what this is, but am interested since my dad was in the Navy. Maybe I can track it to a ship!
